The Dutch government, the Province of North Holland and Tata Steel have extended the Joint Letter of Intent (JLoI) on the Green Steel project in IJmuiden from 30 September 2026 to 1 March 2027. According to the province, the original project schedule is no longer achievable. No supply disruption has been reported, but anyone whose steel contracts, Scope 3 roadmaps or customer commitments assume low-CO2 steel from IJmuiden around 2030 is now relying on an open date. Key action: before the 2027 contract round, ask your steel supplier for a written revised schedule and substantiation of CO2 claims.
What is actually happening
Minister Van Veldhoven (Climate and Green Growth) and state secretaries De Bat and Bertram informed the Dutch House of Representatives on 25 September that "technical, financial and legal matters" still need to be worked out. According to Tata Steel Nederland, the Ministries of Economic Affairs and of Infrastructure and Water Management, the province, Tata Steel Nederland and Tata Steel Limited have agreed to extend the JLoI of September 2025 to 1 March 2027. Tata lists as open issues: a controlled closure of the coke and gas plants, the regulatory framework for steel slag, network tariffs and the recent revision by the European Commission of the phase-out timetable for free CO2 allowances. According to Tata, basic engineering is nearing completion.
The Province of North Holland states that the original schedule for completing all projects is no longer achievable and is being updated. The province and the North Sea Canal Area Environmental Agency intend to withdraw the permits for KGF1 and KGF2, one reason for the extension. The State intends to provide a one-off subsidy of at most €2 billion. After an agreement, the European Commission must still approve the state aid.
Who is directly affected
First-order, this concerns one site, Tata Steel IJmuiden, and customers who planned low-CO2 volumes from the new installations. The earlier aim was to replace a blast furnace and a coke and gas plant around 2030; Tata gives no new deadlines.
Probably not directly affected: current deliveries (no source reports a production or supply disruption), customers not buying from IJmuiden and buyers without CO2 assumptions. That may change if the coke and gas plants close before replacement capacity is running; Tata says nothing about production consequences.
The second-order effect
Orbecta analysis. The chain: JLoI extension → later delivery of the new installations → low-CO2 volumes from IJmuiden become available later → buyers with hard Scope 3 targets may turn earlier to other EU producers. Condition: this scenario becomes plausible when several customers switch at the same time and alternative low-CO2 volumes are limited; this has not been established. That could put pressure on premiums and quotation lead times. Whether any delay costs later reach customers through surcharges is unknown; Tata cannot yet say anything about those costs.
Procurement indicator: premium per tonne for low-CO2 steel in quotations, price validity and new surcharge clauses (CO2, energy, network costs) in renewal proposals.
Dutch procurement impact
Direct (possible): contracts with Tata Steel Nederland or service centres that refer to low-CO2 steel or delivery years, particularly in machine building, automotive supply, packaging, steel construction and offshore. Indirect: CSRD and Scope 3 reporting and customer commitments on low-CO2 products that rely on a start year around 2030. The same may apply to German suppliers counting on IJmuiden steel. Possible: a shift to non-EU origin, where payment for embedded emissions has applied since 1 January 2026 in the definitive CBAM phase; have details verified by compliance.
Company exposure: not yet calculated — link spend and supplier data.
What is certain and what is still uncertain
What is certain: the JLoI runs until 1 March 2027; according to the province, the original schedule is not achievable; the subsidy is at most €2 billion and requires European state aid approval.
What is still uncertain: the new completion date (Stichting IJmond IJzersterk considers 2032 more realistic than 2030 — an interest-group view, not a schedule); whether a tailor-made agreement will be reached at all; and the consequences of closing the coke and gas plants for production.
What to watch: the decision on the draft permit withdrawal decisions for KGF1/KGF2, Tata's updated schedule, premiums and surcharges in quotations for 2027.
What you can do now
- Steel category manager: this week, check which current contracts with Tata Steel Nederland or your stockholder refer to low-CO2 steel, and within two weeks ask in writing for the revised schedule and whether current CO2 certificates will continue to be supplied unchanged. Then decide on reallocating volumes.
- Procurement together with ESG: within four weeks, map which share of your Scope 3 reduction relies on steel from IJmuiden from 2030. Also model a 2032 scenario and decide whether targets or sources need adjusting.
- Tender team: before the 2027 contract round, send an RFI to two to three EU producers or stockholders. Compare them on CO2 intensity and measurement method, available volume, qualification lead time, logistics connection and premium. For non-EU origin, include CBAM costs and verification.
- Contract manager: before signing Q4 renewals, have suppliers make surcharge and revision clauses (CO2, energy, network costs) transparent. Then compare full fixing, partial fixing, indexation and phased offtake.
How Orbecta supports
Contract Intelligence finds CO2 and surcharge clauses in your steel contracts, Claim Check assesses expected supplier claims and the Supply Risk Index tracks the IJmuiden schedule.
